The difference between Search Engine Optimizers or Optimization and standard web designers these days is growing greater by the widget. A Search Engine Optimizer, usually having experience with the design, if not function aspect of web development, would then formulate a way to make the graphic site readable by the search engines, and implement strategies to increase the visibility of the content among popular web services.
